Capital Project Important Dates
The District will hold a Public Hearing on the proposed project on Monday, November 10 at 6:30 PM in the Elementary School Cafeteria. The community is invited to attend this hearing to ask questions, share concerns, and learn more. All community members are also encouraged to call (585-657-6121) or email (adoell@bloomfieldcsd.org) with any questions or comments they have related to the project.
The public vote on the proposed project will occur on Tuesday, November 18th from 8:00 AM to 8:00 PM in the Middle/High School LGI. The LGI is located near the Athletic Entrance to the Middle/High School. Information about absentee ballots is towards the bottom of this page.
You Spoke, We Listened
Bloomfield voters did not approve the last Capital Improvement Project proposed by the District in December 2024. While the needs the District must address have not changed since December, we listened to the community’s concerns and revisited our plans. We are now proposing a revised project that will address our needs while incorporating the helpful feedback from the community.
What Has Changed?
Cost: It was clear that the community felt the cost of the last Capital Improvement Project was too high. The last project had a tax impact of $0.21 per $1,000 in assessed home value. This project, if approved, will have NO ADDITIONAL TAX IMPACT ($0) to District residents. The last project had a total cost of $35 million, whereas the current project we are proposing has a total cost of $27.7 million.
Turf: It was also clear that the community was NOT in support of placing artificial turf on our baseball and softball infields. This has been completely removed from the current project. The addition of turf in the last project was to address the loss of a baseball and softball field due to the proposed site for the new Transportation Facility. The Facilities Committee asked the District to investigate the purchase of land off campus as a potential cost savings, and we found that by purchasing land at the Industrial Park we could keep all current fields as they are and save considerable costs on this project.

- Boiler Replacement at the Elementary School
- Door Replacements at the Elementary and Middle/High School
- Heating, Ventilation, and Air-Conditioning Work in All Buildings
- Window Repairs and Hardware Replacements
Student Programs
- Refinish the Elementary Gym Floor
- Refinish the Middle/High School Small Gym Floor
- Sink Replacements in Middle/High School Art Room
- Install Paint Booths in the Technology Wing
- Address Drainage Issues on Upper Baseball Field
- Fix Batting Cages at the Upper Baseball and Softball Fields
How much will this project cost and
what will the impact be on taxpayers?
The proposed project will total $27.7 million. This includes the land purchase, the new building, and the capital improvements in our schools. Again, it is important to note that the proposed project will have NO ADDITIONAL TAX IMPACT on District residents. It is also important to note that Capital Improvement Projects are eligible for State Building Aid, as is the proposed land purchase. With a building aid ratio of just under 77%, approximately 77 cents would be received in state aid for every dollar spent on the project. The District’s Capital Project Reserve will supply an additional $4.5 million toward the project.

Residents of the Bloomfield Central School District who wish to vote by absentee ballot or
early mail ballot in the upcoming Capital Improvement Project vote may now request an
application.

Important Deadlines:
- If you would like your ballot mailed to you, your completed application must be received by the District Clerk by Monday, November 10, 2025.
- If you plan to pick up your ballot in person at the Office of the District Clerk, your completed application must be received by Monday, November 17, 2025 during regular office hours (8:00 a.m. – 4:00 p.m.).
